For access to Raven's Dust and Stoneheim, a second option is available to you. You can find this on the Wiki.
A NPC in Stonecrest allows you to choose some quest elements (Oracle) in exchange for Moon Tug scalp and Raw crystal.
Also, for access to the Oracle, if your purse is heavy and your will unwavering, a certain NPC will be more than happy to grant it to you in exchange for 20 000 000 gold.
